The Xavier Institute of Management, Bhubaneshwar (XIMB), organized its annual summit Arthashastra, a budget discussion forum conducted by X-Fin, the Finance Club of XIMB, on July 11, 2009.
The event was graced by eminent speakers like Prof Abhijit Sen (Member, Planning Commission of India), FR Joseph (Director, RBI, Eastern Region), Prof Pulin Nayak, (Delhi School of Economics), Jitendra Balakrishnan (DMD, IDBI Bank, Mumbai), Joyant Nayak (Energy Consulting Division, Feedback Ventures) and Rashmi Ranjan Das (Additional Commissioner, Income Tax) among others.
The veterans from diverse sectors presented their understanding of the budget in a simplified yet critical manner, thereby enabling the participants enrich their understanding of the budget. Kicking off the discussions, Nayak outlined the sectoral crisis in terms of installed capacity, power generation and transmission issues. In his view, the budget was satisfactory for the energy sector.
Rashmi Ranjan Das, a revenue inspector, gave an insight into the entire taxation policy. Joseph of RBI pointed out that the banking sector had been relatively unaffected by the global slowdown and attributed it to nationalization of banks. He said that excessive central control needs to be checked by the regulatory bodies effectively.
A perspective on the capital market was presented by Balakrishnan. He said that the budget took a balanced stance on issues, however, some reform related aspects were missed which forced the markets to react.
Prof Nayak stressed on the fact that there were critical issues with the budget. Critical issues like chronic poverty and farmer suicides, despite the economy posting impressive GDP growth rates each year, was overlooked, he said.
A detailed account of the budget and the thought that went into its making was provided by Sen of Planning Commission of India. Sen said that the context in which the 11th plan was framed has changed so much that it needs to be seen whether it is still relevant or not. He called the budget a conservative one as it was not forthcoming on reforms.
