General category candidates need 50% and reserved category candidates need 45% in their graduation. No minimum qualifying marks are set for the PGCET exam itself.

A rank of 15000 is average and may get you admission in tier 2 or 3 MBA colleges in Karnataka. Admission to top colleges is unlikely.
