Usually No! Although there may not be any non-MCQ following the RC passage, there may be one or two MCQ without negative marking. In such case, Verbal part may consist of questions with negative marking

IIMs announce cut offs as the first criterion to consider a candidate for shortlisting. For example, if an IIM announces cutoff at 85 percentile, it is not necessary that it will shortlist you at that score, but you will at least be considered for shortlisting at that overall and sectional cutoff by the respective IIM.

Yes, CAT Exam Center will open Application error correction window after close of last date of application submission for 2-3 days. During this period you can change your test city preference
